Land Disturbance Permit
A Land Disturbance/Stormwater Permit is required for any activities that disturb equal to or greater than 5,000 square feet of land, as required by the The City of White House Stormwater Management Ordinance, Title 18.
What Is Land Disturbing Activity?
Land disturbing activities include all actions that expose bare soil during a construction or landscaping project. The following activities are included in the total land disturbance area for your site:
- Demolition of existing structures
- Excavating and/or grading the site
- New houses, buildings, additions, expansions, garages, fences or any other new building footprint added to the site
- Access pathway for construction equipment, dumpsters, concrete washouts, ingress/egress, storage, etc.
- Trenching or excavating for the installation, replacement, removal or capping of underground utility lines related to the land development project, including any land disturbing activities within City right of ways
- Landscaping areas
Prior to the issuance of a permit for any land disturbance activity, the developer/contractor shall install all erosion and sediment control measures, as approved per the latest edition of TDEC Erosion and Sediment Control Handbook. All EPSC devices are to remain in place until the site has been stabilized. Erosion prevention and sediment controls must be inspected at least twice every calendar week and at least 72 hours apart by a currently-licensed Professional Engineer or Landscape Architect, a Certified Professional in Erosion and Sediment Control (CPESC), or a person who has successfully completed the "Level I" course. Inspections are to be documented and kept with the SWPPP.
The project is subject to inspection by the City of White House at any time and deficiencies shall be immediately corrected. The City may stop construction on properties, or administer other enforcement actions as defined by The City of White House Enforcement Response Plan to include civil penalties of $50 to $5,000 per violation per day. Fence Permit
Adopted in August of 2020, a fence permit is required prior to constructing a fence or wall on your property. Prior to applying for a fence permit, it is the responsibility of the property owner to confirm the guidelines of the Restrictive Covenants in their neighborhood or obtain approval from their Homeowner's Association if applicable.
An application must be submitted to the Stormwater Division, accompanied by a site plan. Upon receipt for a fence or wall to be constructed, the Stormwater Division will review the application for compliance with all pertinent city ordinances and Subdivision Regulations. All installations require a pre and post inspection by the City.
No accessory structure or projection shall be placed in a public utility or drainage easement except where such structure or projection can be removed at the property owner’s expense to permit maintenance and repair of utility easements. No fence or wall shall be installed so as to block or divert a natural drainage flow on to or off of any other land. A perpetual unobstructed buffer of at least ten (10) feet in width for such facilities shall be provided across properties with City right of ways or easements with satisfactory access. A review and inspection fee of $25 will be charged for all fences or walls.
