Post-construction Best Management Practices (BMPs) are programs and structures developed for a facility to prevent erosion, sediment, and pollutants from entering private and public storm water systems. Post- construction BMPs are also intended to reduce off- site runoff and/or provide groundwater recharge to restore the hydrological character of the property.

As areas are developed, the amount of paved surfaces increase leading to an increase in stormwater volume and pollutants, which can harm lakes, rivers, streams, and coastal areas.

The best way to mitigate stormwater impacts from new development is to use practices that treat, store, and infiltrate runoff onsite before it can affect water bodies downstream. Innovative site designs that reduce paved surfaces, or imperviousness, and other green infrastructure practices are excellent ways to reduce flows and improve water quality.

Phase II MS4s are required to address post-construction stormwater runoff from new development and redevelopments that disturb one or more acres. This primarily includes developing:

  • strategies to implement a combination of structural and non-structural BMPs,
  • an ordinance to address post-construction runoff, and
  • a program to ensure adequate long-term operation and maintenance of BMPs.

To ensure that the maintenance of privately owned stormwater management facilities is conducted per the Long-Term Maintenance Agreement (LTMA) and the Stormwater Ordinance, the City of White House requires that an Annual BMP Report is submitted to the stormwater division for ALL commercial and residential HOA owned and operated facilities. 

The annual report should provide documentation that maintenance was performed in accordance with the Ordinance submitted to and approved by the stormwater department.

To avoid compliance enforcement actions, the Annual BMP Maintenance Report should be submitted no later than July 1st each reporting year. An city inspector will also periodically inspect the BMP and inform of deficiencies.
